धमतरी क्षेत्र में उच्च शिक्षा के विकास के लिए महाविद्यालय की आवश्यकता का अनुभव कर आदर्श शिक्षण समिति धमतरी द्वारा 1963 में नूतन कला एवं वाणिज्य महाविद्यालय की स्थापना की गयी। नूतन महाविद्यालय में विज्ञान के अध्ययन की सुविधा न होने के कारण लाल बहादुर शिक्षण समिति धमतरी ने धमतरी विज्ञान एवं कला एवं वाणिज्य महाविद्यालय की स्थापना 1966-67 में किया। नूतन महाविद्यालय में स्नातकोत्तर अर्थशास्त्र की कक्षायें 1972-73 में प्रांरभ हुई।
